[Ros-review] Adding trajectory_msgs into common_msgs

Hi all,

I'd like to move trajectory_msgs into common_msgs so that the
JointTrajectory message is available to all ROS stacks. Tully has
requested that the messages be re-reviewed before the inclusion
occurs, so I've created an API review page for your comments:

I'll schedule a meeting if there are significant concerns to resolve.
